AI too agressive

Even at the lowest setting I get constant wars with the AI. Is there a mod I can turn off(aside from always peace/war) or something I can edit so that the AI doesn't constantly declare war? I had one game where they declared and sent scouts after me, didn't have any other units built at all.

Try RAND, the AI is much improved in it.
