Actually it may not be. The last version of Better AI does seem to raze incorrectly sometimes. I think it razes border cities a little too often. I get cities across continents where cost and difficulty defending should be part of the thought process, but I think border cities should be taken more often than razed and I'm seeing more razing. Everything else has been working very well. Civ IV with better AI is the best version of Civ hands down in my opinion.
