AI trading tech

Its not a bug, just a stupid AI. I wanted to give a technology to the russians, but because they are researching that certain technology they say; "We would have nothing to gain." Which is rather stupid...

I can see that they would have nothing/little to gain if I asked anything of them in return - but I wouldnt.

Do you have "no tech brokering" as an option? If so they would indeed have nothing to gain because they could not sell the tech you gift them while they can if they research it themselves...

I see your point of view, and that might be the only reason to this stupidity. I call it stupidity because almost everyone else than Russia has "Education" and Russia, in my game, is currently at war and can use all the help they can get...

If they were among the most advanced civilizations, then it would be perfectly sane to say that; "we would have nothing to gain."

And yea, they can only trade technologies they invented themselves.
