ai wont build building

ugh..i cant get the ai to construct a building..even if i put that they get bonuses, happiness, gold, money, free units etc..

I have other modular buildings that they build, but for some reason, they will not build this particular building.

they just refuse to build it. Its buildable. I can build it just fine.

Any suggestions?

What flavor does the building have? And what flavors do have the AI leaders? For example if the building has culture flavor and the leaders do only have different one (military and financial for example), it is less likly, they are willing to build it. Or do you perhaps have a typo in the buildings flavor, so of course no AI leader will have this flavor?
