Alien Espionage

This is just an idea at this point, but I was thinking, what if the aliens had their own spy agency?

How would this work? Well, the aliens have mindworms. These infect your citizen's brains, and then cause them to do unsavory things against your state. For example, they might siphon your energy out. Or, they might sabotage a factory or something. The mindworms might even infect your military, basically a recruit defectors for the Aliens (one of your units joins the Alien faction, and is basically an alien unit in human skin).
