Well, this is in-game art, so it probably won't match any specific picture. The real problem is the fact that the only Persian rulers who might match with the chart of 22 are pre-Islamic; there's nothing there that could be Safavid.

Yes, I was trying to see if I could match any Persian shah with C5 but no luck.

There is a very short intervall at 0:50 in which the leader picture is very clear. The person have dark skin color and a black beard so Im certain it is Saladin.

-Georgia(!!!)

C5:
-Mongolia
-Persia
-Ottomans
-Lakota
-Myanmar

Missing any? (Note that the operative word was reasonable.)
