all the vote = diplo disabled?

My Kmer had about 55% of the land and 60% of the world population.
3 civs on the other continent. Only the koreans liked my kmer, but everyone at peace.
Built the UN and passed half a dozen resolutions, but the choice for diplo never came up.

Winning diplo should've been no problem since I could force any resolution all by myself. Is that why diplo didn't work?

It was changed in patch 3.13 so that you cannot win diplo with own vote, so you answered to your own question.

Yeah, I discovered this recently. I was about three turns from the winning vote, when Ragnar vassalized two key members of my voting bloc. Since he was my direct rival, that killed my chances. So I put together a last-ditch invasion force to break the back of his civilization and free my former allies. I managed to reconquer most of their cities and return them to their proper owners, but by the time they broke free I'd conquered enough new population to put me out of the running for a diplomatic victory.

I mean, at that point I was only about two wars away from domination, but it's the principle of the thing.
