Alliance not preventing war?

The tooltip for alliances on the civic that gives them to you claims that allies cannot go to war...but I was just randomly attacked by Gilgamesh only two turns after we declared our alliance. Not only does this run directly counter to his agenda....it should also be outright impossible, shouldn't it?
