Makes more sense if you can switch leaders over time as the "age" progresses, they lead a nation in their time period like real life. Switching civ's never made sense.

This way you can swap leaders and civs for any combination, as not all leaders where born in the civ they lead in real life. People get swapped out and it makes sense instead of the civ changing.
