This is a sandbox-style tabletop RPG set in the not-too-distant future (next Sunday, A.D.) in a world that has been completely overcome by a powerful alien entity known alternatively as the Benefactors to their supporters and the Outsider to their enemies. The Outsider has destroyed every human government and occupied or annihilated every major human city. Under the watchful eye of their human collaborators, the Global Authority, the Outsider enforces its enigmatic agenda, their true motives shrouded to everyone.
You play as Survivors of any kind, and particularly you play as a survivalist faction in the region formerly known as the western United States, attempting to make it by in the long, tall shadow of the Outsider. Every major city is either an enclave held by the Authority, or a wasteland created in retribution for resistance. You will scavenge for resources, compete with other survivors for influence, and exercise your cunning to avoid the sometimes capricious destruction the Outsider is capable of raining down from their orbital base.
The Outsider does not much care what happens outside the cities, regions it calls Blocs, but attempts to interfere with their agenda are never, ever met with diplomacy: only overwhelming force.
So wake up, survivor. Wake up, and - smell the ashes...
MAP: Southwestern United States. Every named U.S. state on this map is available for play. Areas outside this region are assumed to be dangerous or hostile for other reasons. If you want to play starting in Sonora or Chihuahua or south of the Rio Grande that's fine too (this map is limited in that regard), but do your research and explain how the area you're starting in could have remained hidden from the Outsider, either during the Arrival or afterwards. You may select any of the green landmarks as your starting area - other green landmarks will become places that can spawn NPC factions or other things. Red landmarks - cities - belong to the Outsider.
For character creation, you have 18 points available. Spend these points in six categories: Military, Artistry, Social, Trade, Endurance, and Research. You must have at least 1 point in a category or else you will be regressive in that category, which will be fun for me and probably not so much fun for you. If you invest 6 points in a category, you have a special focus for that category and can acquire certain benefits thereunto appertaining. The status of being regressive or a special focus will persist throughout the game no matter how the stats change due to in-game events or effects.
"Low" stats: 1-2
"Medium" stats: 3-4
"High" stats: 5-6
"Munchkin" stats: 7+
Military - Determines your military strength and ability to force things to happen by sending soldiers to do it. This stat is fragile when Endurance is low. When it's the special focus it can boost itself randomly by cannibalizing other stats. When it's regressive you have disadvantage when attacking others.
Artistry - Determines the cultural focus on creative works and art, things that have value which cannot always be easily expressed. This stat helps improve your faction's reputation. When it's the special focus you gain the ability to Inspire other factions, giving both of you a bonus. When it's regressive, conquered peoples provide severely reduced output.
Social - Determines the national identity and organizational integrity of your faction: the higher, the more a sense among the faction that they are part of a "whole." This stat helps improve your faction's cohesion and resistance to internal struggles. When it's the special focus, NPCs are much more likely to be friendly to you and to allow you to diplomatically annex them. When it's regressive you cannot rebuild settlements that have been destroyed.
Trade - Determines the proclivity of members of this civilization to engage in free enterprise and trade. Healthy trade means your people are getting what they need, whereas unhealthy trade means the economy is dysfunctional in some way (understandable given the circumstances). When it's the special focus you gain the ability to Caravan which creates trade routes that benefit everyone they touch (but especially you). When it's regressive scavengers find far fewer techs when exploring.
Endurance - Determines the ability of this faction to survive, basically: this stat is a mixture of the people's hardiness and their general will to live. When it's the special focus you gain the ability to Evacuate from your last city if it is destroyed, allowing you to re-settle elsewhere and continue playing whereas normally your faction would be removed from play. When it's regressive your people will believe that the Global Authority isn't that bad.
Research - Determines the availability within this faction of experts, archaeologists, technicians, and researchers who can uncover the secrets of the Outsider's technology. When it's the special focus it generates special techs called Artifacts that provide great boons. When it's regressive you cannot use Outsider tech.
Mini-FAQ: Can I have multiple special foci? Yes. Can I spend fewer than 18 points on stats? Please don't.
