Altering which city works a specific tile when their zones overlap...?

Is it possible to accomplish this through the worldbuilder or indeed even at all through some other means?

Any assistance would be greatly appreciated!


EDIT: Heh, I forgot to mention specifically that I mean at the start of scenario. I know that you can change them yourself in the city screen, but I would like them to start with my settings.

Only if they belong to seperate civilizations. Otherwise the AI decides what value each city places on working that tile, and whoever has the highest value gets it.
