I just read an interesting article about Polybios' - a greek historian of the 2. century BC - view and analysis of Rome's lasting dominion and impact in the Mediterranean world. He wrote, what made them differ from all other empires of that time was their reslience to easy defeat, like Macedonia, Seleucia, the Ptolemaians or Greek states suffered. After even major military defeats like against Hannibal they still wouldnt give up and pump out new troops, just to ultimately defeat the enemy.
Now I thought about possibly changing Rome's UP from faster roads to the ability to have access to recruiting. Recruiting is already possible with nationhood, which comes rather late in the game. So its to no use for the early Romans. But being able to recruit early on would reflect Rome's ability to build up legions very quickly.
Alternativly we could think about making the recruit ability available earlier, possibly with a tech Rome can get quickly.

That's exactly what would happen to the new civs if human player got his hands on early drafting.
