ALWAYS DISCONTENT!!! How do I fix it???

Alright, I am an avid Civilization II player and just got Civ 3 and some of this stuff is confusing the hell outta me. Every time my capitol starts to grow the become become discontent because they say it is way too crowded. How do I fix that? I tried sending military units in and that never even worked. I do, however realize that I could raise luxuries, but they become discontent before I even get out of despotism! How do I solve their "crowding" problem???
 
The happiness system in Civ III is very different than it was in Civ II. The key to keeping them happy in Civ III is Luxury Resources. If you can find a few of those within your own territory build a road to connect them to your cities and your citizens will smile. Trade with other nations for more luxuries and don't forget to build marketplaces. Up to 20 citizens can be made happy in every city with luxury resources and a marketplace. :)
 
Build temples, cathedrals, colleseums, marketplaces. These will all either reduce unhappiness or increase happiness from luxuries. Also, change your tax rate to 10%luxuries.
 
i asked that question before. the idea, i think, is that "overcrowdedness" is just a general unhappiness (ie theres no straight solution, increasing the growth rate won't help).

if your main priority is keeping the laborers happy (like me), you can build a cathredral as soon as you can for every city.

luxuries would be nice, but they're hard to come by when you're the most hated guy on the planet for razing 18+ cities. :)

i usually use communism, since it allows you to use 4 garrison troops to make 4 unhappy citizens content.
