What about AMBUSH feature such as in Panzer General games?
Some units could be able to set up an ambush if in forest, hills or in the depths of an ocean.
Such units could be Explorers, Marines, some Harmony units if these will be implemented via DLC or expansion. Some units, such as Explorers and the same marines perhaps could detect ambushes if adjacent, presenting a counter to such strategy. Principally, the Ambush would generally suit the submarines of Civ V quite well, also.
I do not know if it would compensate for arcade-like race to move units first in Simultaneous Turns Multiplayer game (simultaneous execution could avoid that but it would require modification of game engine) in all situations.
However, the main question is would it add to tactical depth or not?
