Amending CoS F: Turn chat rules

During today's turnchat, I got the idea for a couple of fairly minor changes to the CoS regarding turn chats. The first involves striking F.1, which states "Only citizens of the democracy game shall be voiced." During the past few turnchats, there have been some devoicing actions to non-citizens, which seems to be a bit hostile toward them and may make them not want to sign up. Also, lurkers like Ginger Ale often visit the turnchats, and it seems rather pointless to devoice them. I see no need to devoice non-citizens, provided that they are not disrupting the turnchat.

The second change involves an amendment to F.7, which states "De-voicing actions shall be investigated by the Judiciary." There have been several brief de-voicing actions during the turnchats, and they were never investigated nor should they be because the reason has always been obvious. Plus, the Judiciary already has enough on their hands; why include needless investigations over de-voicings? However, there may be situations (such as someone silencing people for no good reason) where investigation should occur. Therefore, I propose that CoS F.7 be changed to "Devoicing actions may be investigated by the Judiciary, if necessary."

F.  Turn Chat Rules 
  
  1.  Citizens are encouraged to provide constructive advice
      & positively contribute to the chat.
  
  2.  Spaming, lobbying, repetitive questions and any other 
      unnecessary traffic in the chat is forbidden. 
  
  3.  Clones are not allowed! 
  
  4.  Violations of the chat rules shall result in the 
      offender being de-voiced. 
      
  5.  The chat operators hold 
      the right to de-voice all non-officials if the chat 
      gets too confusing or is disturbed by someone 
      permanently. The Designated Player makes this decision. 
  
  6.  De-voicing actions [b]may be investigated by the 
      Judiciary, if necessary[/b]. 
  
  7.  During turn chats, #Demogame is still open for totally 
      free discussions. Departments or special interest 
      groups can also open private discussion rooms. 
  
  8.  The Designated Player retains the right to end the 
      chat turn at their discretion.

I think everyone should have a voice (even if they're asking questions about what the game is like). They just can't give opinions. Which, BTW, seems outdated now, since supposedly anyone who comes to the turnchat doesn't have much say now...

As you stated, it doesn't really matter even if they do give opinions in the turn chat, since there is no way that those opinions can be in any way binding.
 
I would support these changes. If anybody, citizen or not is disrupting the chat then they can be de-voiced. Maybe change 6 to something like: any citizen can request a CC if they feel a de-voicing was not warranted. Or just leave out 6 and let it all fall under the CC laws.
