Amenities and war

Hello fellow Fanatics,

Does War affect amenities in a negative way? Not talking about pillaging. I noticed I went to -11 amenities in one of my four cities (highest at pop 11) while having 5 different amenities, including toys. So apparently I have gotten to -19 amenities in a city? Is it due to prolonged war?
