An idea for having customisable options

It would be fairly awesome if someone could create a mod that allows a civilization to be fully customisable. Such options could be...

*Wellfare - ( -1 currency per city you control. +2 happiness in each city you control)

Or maybe
Increase taxes/decrease taxes
-5 -4 -3 -2 -1 0 1 2 3 4 5 Currency per city
------------------------------
5 4 3 2 1 0 -1 -2 -3 -4 -5 Happiness per city
The more you increase taxes, the further the happiness goes down. The more you decrease taxes the higher your citisens happiness would go up.

Just different options for your civ so that things arnt always "black and white" on what options you choose.
