I'm playing an interesting Civ3 game right now. The Japanese and Chinese are to my south. I didn't have rubber but there was a source within the radius of a Japanese city (size 11 I think) that was near three of my cities that are like size 16/17. Anyway, the Chinese declared war on the Japanese and the Chinese fought to capture that particular city. They were successful, but after they captured it, the city was reduced to size 10 and the Radius decreased. Its decrease allowed my culture to overcome the square that had the rubber in it and now I have that resource! I almost fell off my chair when that happened!
 
don't be so happy and use it as long as you have it, because probably one of two possible things will happen soon:

1. Japanese are going to get the city back and the original borders are going to return.
2. As soon as Chinese built a tample, and get 10 culture points, the borders are gonna move again and rubber will be theirs...

So make as much infantry as you can man... good luck:)
 
If you have a settler handy, slap it on the rubber, then rush Temple and Library. That should keep that city from flipping soon... That way, even if the city goes back to Japan the Rubber is yours!
