An own flag for each City

Does anyone know how to give each city in the city screen
a specific city flag?

The flag should also be visible in the city bars (the icons
below each city in the map).

I don't know if it is possible through Python alone, you might need to do some major code hacking in the SDK. Even then it might not be possible...

LAST EDIT: It looks like it might not be possible after all to add flags for individual cities. A lot of the code is done through the graphics engine and I don't think we have the source code to look at for that.
