anarchy: how start one ?

F1 screen there is a button that says the government you are currently. It will let you revolt.

I think there's a button in your domestic advisor screen to revolt. Shift-G also is supposed to work, but I'm not sure what screen you do it from.

By the way, when your anarchy is over, make sure you click republic. Mny smart players make that boo-boo!
