Okay, suppose you're going to play a Civ BTS game where the personal objective is minimal, defensive war but build the biggest and best (richest, best infrastructure, lots of wonders...) empire you can. Probably a culture win, maybe diplomacy.

What's your favorite civ and leader for this?

For me, I'd have to say my choices would be:

India/Asoka
Babylon/Hammurabi
Inca/Huayna Capac

would be at the top of my list. How about you ?

Huayna Capac is very good, probably my favorite. Other then that, I like Bismark and Roosevelt.

I also like Ramesses II. He's industrious for lots of great wonder building and the spiritual trait gives 1/2 price temples. Very important for a cultural win. BUT, what I think is the most powerful is the ability to run preist specialists with his UB the Obelisk, available at Mysticism. That makes for an early great prophet and all the really powerful things you can do with that to get off to a great start.

If we're just talking world wonders then it's Huayna Capac by a mile. The best way to ensure you get a wonder is to get to its required tech first, so Huayna's Financial trait gives him a nice advantage over other Industrious leaders.

Ramsses is very good - The industrious trait makes all wonders cheap. The important thing is diplomacy in this scenario. I have had civs demand I change to this or that - its easy with that spiritual trait to change to appease them and change back with no anarchy.

After playing with the spiritual trait I have to say its very underrated for getting civs to friendly - from there you can get them to do anything - fight wars for you, backfill techs with good deals, etc. It rules the diplomacy landscape and from a pure builder game standpoint - I would prefer spiritual over financial. Although dont get me wrong - I love financial as a trait - I use almost to crutch status for the most part. But I can tech well with Ramsses.

Willem van Oranje is pretty good. Financial + Cultural and his UB.

I'm going to have to agree with this. Cheap libraries + Financial = Techs out the wazoo.

My pick would be Mehmed. Lots of health, happiness, and a good economy to support it all.

I'd go for Mehmed, too. There's hardly anyone standing up to him in terms of infrastructure - and those production boni let you put some hammers into culture spreading wonders early on. Plus he's got a cool turban.

Augustus. If I'm not allowed to pry cities from the AI's cold dead hands I want that settler discount to get a decent-sized empire regardless... and an ultimate builder's game wouldn't be complete without the wonders.

It depends on if you mean culture or space victories in mind, with diplo being a middle ground.
Mehmed builds up superior infrastructure, but PEricles culture treats help him for culture.

For me it's either Willem or Mehmed... i would say Huayna but the idea of a massive quechua rush always overcomes me at the very beginning of the game and it never turns out to be very builder like, since by 1000BC i control at least 2-3 capital cities :)

Wang Kon. Fin to fuel the tech rate, Pro to keep maintainance on defense as low as possible, and hwacha's to be a general pain in the arse to a pushy neighbour.
