Only when you are producing settlers or workers. Or put another way, they don't consume food.

I have played the game thousands of hours. This is the biggest discovery for me. This should be common knowledge.

@Tecibbar,

Funny you mention it, i heard this from Rusten 3 days ago and i was pretty surprised too. It has already altered my playing style in some early game situations.

So when my massive newly captured cities have like 10 unhappiness from war weariness, I can stop their shrinking until the war's over by just building workers? Is that how this works?

It's not a bug. In fact, AI knows it and uses it. When you open WB, when AI has angry citizen. It usually produces worker/settler.

Btw, from my observation, it doesn't work when you are dying of starvation. Put another way, when you are about to lose population from starvation. building woker won't help.

I hate how a city of a million population stave to a couple of thousand. That's war crime! No way to stop it :(

Screenshot? I know you can shrink while producing workers/settlers if you have a food deficit. Let's say you have a size 2 city with one unhappy citizen and one grassland tile. So it produces 4 food, but uses up only 2?

@Joshua, don't think so, for example:

We have a city at 10, all citizens but one unhappy 20 food is needed, 2 is served by the city itself and the 1 tile worked for say 2 food. -16 food. Now with settler production and happy citizens the surplus food they produce is used for production, unhappy citizens don't detract from the surplus as i'd expected they do, if the unhappy citizen would otherwise have worked a food neutral tile it doesn't matter one bit if he's happy working it or unhappy not working it for settler/worker production.

But in the unhappy case i sketched there's no surplus at all and there's just no food to keep the unhappy's alive. Sorry if this seems a bit vague, i'm struggling with this new concept a bit myself.

I do believe the jist is that angry citizens, when the city is producing a settler or worker, do not eat their share of food. In other words, it's as if they don't exist.

That's what I got out of it, anyway. Being as exact details are...lacking, it's quite likely there's a caveat or two to this trick.

So 2 pop whip 2 pop whip 2 pop whip queue settlers?
