    The culture bomb is working, but the problem is that it works in ALL cities, even the ones she isn't governor of. I figured it was a collection type issue, so I tried many collection types ("COLLECTION_OWNER_CITY", "COLLECTION_OWNER", and "COLLECTION_CITY_DISTRICTS"). It doesn't work with any of those. What am I doing wrong?

    EDIT: I've now experienced issues with two other possible governor promotions. I have them set to "COLLECTION_OWNER" (but also tried "COLLECTION_OWNER_CITY") just like many other promotions that only affect the city they are in but it isn't working at all. It is intended to bring back the Goddess of the harvest pantheon but in the form of a governor promotion.

    "COLLECTION_OWNER_CITY" only seems to be used with reference to the owner-city of a building or improvement rather than a governor in residence in the city:

    With all the DLC enabled and running these are the only occurances I am seeing in the Database of "COLLECTION_OWNER_CITY".

    The following two dynamic modifiers are in the database for Faith Unit purchasing:

    The game may not be implementing what would seem a logical database setup simply because it is not coded to accept the usage you are making of "COLLECTION_OWNER_CITY". Ie, the game is probably not seeing the City as the Owner of the Governor.

    Would there be anything you'd suggest I do to possibly make what I'm trying to do work? Is it possible?
    Also, I've tried "COLLECTION_OWNER" as well on a few of them and it doesn't seem to work with that either (even though most of the Governor bonuses already in the game use it).

    EDIT: Sorry, I realized that the last code I posted was the wrong set of code. I'm trying to get the Guru to be produced twice. Should look like this:
