another use for workers

I am sure many people use this trick but just want to hear some
response. Looks like if you have ROP agreement with other AI's
you can actually send workers into their borders and alter their
land. I once turned all the mines around AI's capital into irrigated land to slow their wonder construction. Of course being industrious is helpful:-)
 
I did that same thing in a hotseat game wma. My city was stuck at a two and i had tried for like a couple of turns but my guys were never able to finish because they were being kicked out. Finally, i made him polite and he let me irrigate bonus grassland so that i could get irrigation to my city and to the surrounding terrain.
 
Just to note, since it hasn't been mentioned. Without a RoP, you can only build roads in enemy territory, not mine/irrigate.
 
Under an ROP can your workers plant forests in AI territory?

The only reason I ask about planting forests in AI territory is because sometimes helping their production is SOMETIMES helpful...like cities near my border that I'm about to take over. Nothing beats free stuff....
 
This was changed in one of the early patches. Initially you could alter their territory as you saw fit when you saw fit. There were several exploits with that so now you can do that only under a ROP agreement. Using that ability to bring irrigations to your cities is the reason behind this ability. I saw AI units doing that quite often. A fair advantage that you may get with this ability is to road AI tiles to get trade routes, hook resources for the AI and import them (if you don’t have any it’s reasonable).

Unfair advantages are changing the landscape that the AI has developed. In my opinion its honorable to do improvements but not to alter existing ones. The effects are somewhat limited but you can change the time the AI needs to build a wonder by irrigating the mines thy use. Forests on top of irrigations decrease growth and may lower the population (imagine foresting the whole area around a city).
