I definitely remember civil wars happening in Civ 1 when taking capitals. I thought it was somewhat gratifying to see when fighting a fierce war against an AI, and because it was a rare enough occurrence, it was a treat when it did happen.
I would be cool to implement this in Civ 5, but I think it should work a little different. I don't think it should happen when the capital gets taken over, but instead there should be a small chance of it happening when empire unhappiness gets too low. Maybe if unhappiness gets below 10, there should be a random chance of it.
Or perhaps, at least, cities should have a chance to go into revolt and not produce anything for a while, like they used to in Civ 1. Maybe the greater the unhappiness the greater chance cities revolt. Anyways, there should be more penalties for unhappiness than there are now.
