Any of the mods have building targetting or diplomats?

Hey, haven't played in a long time and I am way behind on all the mods that are out, but can anyone quickly tell me if there are any mods that feature building targetting- like bombing a city and choosing to try and destroy it's factory?

Or what about diplomats, units that allow you to do casual spying on other civ's cities limited to what they current have and what they are building (I always find the Spy comes way too late in the game)

If so, what mods have these?

In BTS if you have sufficient espionage points you can see what they are researching or building. And a spy can try to destroy buildings.

In Road to War you can have your bombers either target defenses, factories or civil buildings.
