Any way to have less BLack in UI!?

I just find looking at the menus in this game depressing, there's just huge swathes of black everywhere.

I play on 19200 by 1200 if that makes a difference, I don't know, but there's often more black "space" on the screen than actual information, the UI does not seem to scale well at high rez.

I think there is a mod that makes the UI smaller. I can't remember what it is called now.
