Anybody have this trouble?

    In the picture, it shows that, although Taoism is clearly my state religion, it won't let me spread it to one of Hammurabi's cities. He founded Islam 3 or 4 turns previous... but this shouldn't matter, should it?

    Anyone have this problem?

    The issue here is that Hammurabi has the civic where no non-state religion can spread. All you can do is wait for him to switch (or apply some friendly pressure :) )

    think one of the civics (theocracy?) doesnt allow non state religious spread

    It may be your state religion, but it is not his. That's what Theocracy does.

    Theocracy does not allow any non-state-religion spread in a civilization's cities. The theocracy civic is unlocked with the technology Theology.

    If you desperately want to spread your religion to his cities, you'll have to get him to chance civics (or to your religion).

    1) First, open the diplomatic screen and check if the "Convert: Taoism" is even available. If it's available, check that it's not red. If it's red, you can't diplomatically persuade him to do it, at least not yet (there may be a way, but don't bother).
    2) If it's not red, then click on it and ask him for it as a gift. If you're at Cautious, Annoyed, or Furious with him, then don't, because then it's demanding tribute and you'll get -1 to relations.
    3) If he declines the gift, then ask what would make the deal work. If what he wants from you is unacceptable, go to the next step.
    5) Now, with the diplomatic screen still open, check if the "Adopt: Organized Religion/Pacificsm/Free Religion" is red or not. If it's red, you can't diplomatically persuade him to do it, at least not yet.
    6) If it's not red, then click on it and ask what would make the deal work (if you've already asked for a gift, asking any more will be futile: success or no success first time). If what he wants from you is unacceptable, go to the next step.
    7) Research Alphabet and build spies while investing a lot of espionage points on him.
    8) After you have a few spies, open up the espionage screen (top right) and click on him. Then find the city in the list that has the lowest number for the "Convert Religion (or something like that)" - make sure this number is lower than or equal to your total espionage points invested in him, and keep investing just in case.
    9) Select all your spies and order them to move to this city (preferably around 3-4 spies).
    10) Once they reach the city, tell them to wait 5 turns (this will decrease the cost of the mission by 50%). Some may get caught, but it's very unlikely they all will.
    11) After all that, tell one of them to perform the convert religion mission. If he fails, tell the next remaining one and so on. (if you have really bad luck, then you will have failed)
    12) Spread your missionaries to his lands at your leisure :)

    Take heed: he may very well convert back to his original religion the moment he can (which is about in 5 turns). However, if you spread your religion enough that it is more advantageous to him to run yours, then maybe not.
