Anyone else getting weird graphics glitch in the diplomacy screen?

So, according to the system requirements, my computer is about half way between the Minimum and the Recommended Specs, so I don't think what I am seeing is due to my graphics card. Also, every other aspect of the game runs beautifully smooth.

However, when I go into the diplomacy screen with the animated leaders, I get a weird translucent, pixellated image of the leaders.....even on the lowest setting.

Is anyone else getting this? Any help with fixing it would be most appreciated.

I have also been experiencing this. It didn't happen right away upon first playing the game, but has now been constant for the past few weeks. Graphics card meets Recommended specs without issue, and I have recently updated video card drivers and still haven't had any luck.
