Anyone play the final frontier mod?

I can't figure out why I cant yet build a starbase. I've got what is supposed to be the requisite tech and a construction ship. Are there other structures I have to build first that the write up on the starbase doesn't mention?

More candy the better plus 2 totally different games and stellaris is boring as hell after a few playthroughs
