Note that you may choose to build the treasury up, or spend down on IPRB. No sitting on the fence.
Items which appear missing are polled in Generalities 200AD , which you might could review for important comments and ... to learn the secret of Thaumaturge. In that poll, "Maybe build Filler F4 on Forest 3NW of RC soon" may finally prevail. Just a generality tho. Perhaps with this next LN Settler in 14 turns, after doing a bit of vital Foresting work.

REGIA CIVITAS: Caravan 21/50 in 5 turns, feed Mike's or Marco's
  Temple, 3 guards, 7 shields + 5 tax + 21 beakers
  Recommend IPRB $4 (Rule of 28), Caravan in 4
  Then another Caravan. Settler before grows in 30?

  Recommend we retain the Scientist, serfs 2 Whales & 2 Roads.
Elysium: Cop's 173/300, has grown to Size=4 ,
  needs Warrior Police from GG ASAP!
  has Temple, 2 guards, 6 shields + Serfs and Merchants Snafu.
  Elvis is a temporary measure, then serf back on Gems.
TFalls: Caravan 26/50 +3 shields/turn, Perhaps IPRB $8.
Civvium: Caravan 49/50 in 1 turn,
  Polled in Generalities: Deliver Silver into REGIA CIVITAS...
  After we get the new Police, serf onto Forest, ratified 120AD.
  Then start another unit, a Caravan or ...
Little Nemo: Start Settlers 0/40 in 14. Any objections?
Bedfont Lakes: Diplomat 15/30 in 3? Caravan? See Generalities.
Gabba Gabba: Warrior 0/10 in 2 turns for Elysium Police?
  Note: Elysium has Legion & Phx guards, very strong.
  Then another Caravan. Growth frozen, fine.

Upon reflection, I voted against my own recommendation:

Spend only half of what we earn, build up Treasurey to $350, and
Island City (Beast Run): Archers 15/30 in 3. It's safe down here.

Then Beast Run to build a Diplomat for the Trireme.
