I don't quite understand whats going on here...

I'm leader of the AP and have to choose something to vote on. The only option is stop trading with XXX (The only player who isn't the AP religion). Why isn't an election for victory available?? I've had similar problems with the United Nations, its very rare that it'll actually let me envoke a game winning vote!

Any reasons as to why not all options are open? I guess I'm mising something but I don't know what...

The fact that you can do a trade embargo against a nonmember is the same reason you can't get an AP victory vote. For the AP victory vote option to be available, every civ needs at least 1 city with the AP religion.

As for the UN, i have no idea what you're talking about. The diplo victory option is always available.
