Apostolic Palace/UN questions

In a recent game, Mansa built the AP and I was elected resident. One thing I can't seem to figure out is how to propose resolutions! I checked everywhere, the manual, the civolopedia, and I didn't get an answer as to how to propose resolutions. Thanks in advance for your help!

Occassionally you get a pop up asking you if you want to propose a resolution, and that will list a number of resolutions you can propose. There is no influence you have over either the timing or the resolutions listed.
