Does it bother anyone that when, for instance, a vote pops up saying something like "Stop the war against the German Empire", you can't actually determine who's at war with the German Empire, so that you can't really make a decision whether you want the war stopped or not? I wish it would tell you who's at war. Is it always another power of the same religion as the Apostolic Palace, and if not, how would the Apostolic Palace force the Mongols, for instance to stop a war against the German Empire? What am I missing?

Obviously of the same religion, did you read the title ? "Stop the war against brothers in faith". You should know who's at war with whom (you don't need espionage for that). If you don't know, then you're not interested if they are at war or not, heh.
 
Another good reason to spend on espionage.

If I, as England, for instance, have never even met the Mongols yet, and they were at war with the German Emipre, how would the Apostolic Palace vote be able to stop the Mongols from warring on Germany? That's my question. Why would this vote even come up, without any information?

No, the message only says: "stop the war against the German Empire". It doesn't say anything about "brothers in faith", or who's at war. That's my question.

And l already answered your question. What can I do if you don't want to believe that it's among members of the same faith ? Also when there is a vote called from the AP, all member civs will meet each other, so your scenario depicted above can't happen. Your problem is that you want to insist that Mongolia (presumably not christian) declared war to Germany (presumably christian) and the AP (presumably christian) is trying to stop the war. But this is not the case. Don't believe it ? *shrug*
 
it doesnt depend on state religion though, if one of your cities has the apostolic religion, you'll be part of its decisions... (maybe not when under theocracy)
