Aqueduct Construction

why not settle one tile over?
This for me is almost always because of 3rd ring considerations with a Petra city or something similar (like being close enough to coast that you couldn't fit in another city anyways, or its a way to snipe a key resource tile from a nearby AI city, etc.) I like snagging Angkor Wat when I can, if I've run around and spammed little cities everywhere, and you need an aqueduct for that. Just a flavor thing. But it would really almost be better if they just didn't scale as fast in cost like other districts. Or if they had some other perk (like a building or growth bonus) attached to them.
