Are Governors Useful?

i usually build the important wonders in my capital (important to me that is)and it helps with the culture

Yup, I know what you mean. I build important/useful wonders too, like Hoover Dam, Sun Tzu's, TOE, Internet and that's about it. But not all are located in my capital. :)

Some people might not understand my comment, but today - the "non essential" government services basically shut down (ie: civil disorder?) because our budget couldn't be agreed on and executed. Something like 24,000 state employees were furloughed without pay.

Not much shield production here in Pa today.

So, if you go to use the governor option in CivIII and a pic of (slick) Eddie Rendell shows up, stay away.

If you MM citizens after growth, I don't think 'emphasize food' is ever worth choosing. The new citizen will get born, assigned to a high-food tile, and then get moved before he has a chance to work it.

If I were to change the 'emphasize' option, I'd put 'emphasize commerce' in my specialist farms - that way, I might net the occasional extra gold piece.
 
I usually wouldn't work commerce squares in my specialist farms. Because all the commerce gets corrupt, so I usually just change commerce tiles to irrigation or make another specialist.

That happened in Australia once, where the Senate wouldn't give the government any money, and kept blocking it's attempts to find money through other means. Off the top of my head I want to say 1967. The Governor-General ended up firing our Prime Minister to solve the problem, which as a politics student, I can say with some authority was an incredibly biased and stupid decision on his part. Whitlam was probably the best PM we've ever had. So if a picture of Philip Kerr shows up, don't just stay away, run in the opposite direction.
 
the 2 shields you can get from a forest with the governor are useful... but only when this works.

i have yet to figure out when the governor chooses the 2 shield forest or the 1 shield bonus grassland :confused:

in one city with +3 food/turn, the governor chooses forest

in another city with +3 food/turn, the governor chooses bonus grassland

a bit frustrating if you rely on it, but it's still useful

I almost always use manage moods to keep from loosing resources when a city goes into disorder. I check the Domestic Ad every turn to see what is going on
 
let's say all you have is bonus grassland and forest

your city is size 1

it grows to size 2. the governor will assign it to the bonus grassland

if you have 1 wheat and you're working that with 1 worker, then when it grows to size 2 the governor may or may not assign it to forest.

atleast that's how it works in patched vanilla
 
Sometimes the governor is quirky.

could it be that one of the 2 shields from the forest is wasted to corruption anyway? Maybe the gov takes that into account, an since the forest and bonus grass in this case would effectively be the same, he chooses the one that gives the best food benefit of the two.

And if 2 tiles will give equal shield, and equal food benefit it will choose the one that gives the most commerce.

OK, just a guess, can someone confirm?
 
Just on the governor's penchant for food thing, it still seems a little weird to me from a conceptual standpoint.

When the city grows, and that new citizen has the opportunity to be assigned to a new tile, having more food matters absolutely not at all. The city growing means the food box will be empty (or half-filled with a granary) regardless of how much food that new citizen brings in. Kind of a weird thing that Firaxis programmed in there...

Anyhow, you might be right, MAS, with the the guess about corruption altering what tiles is chosen. I can't confirm one way or another though.

I DO think, however, that the governor will choose the tile with the most power (commerce+food+shields) if there is ever a tie. That's what Paul#42 said in his comment on that thread link I posted above, and I'm inclined to believe him...
 
reading everything just makes it more confusing.

there are many many variables we don't know if the governor takes into account. we also don't know how it values each of the 3 resources. it's "power" calculation may be something like (food * 1.5 + shields + commerce * .5) or some other factors. it might be 1:1:1, i don't know.

it seems it will at least try to get 2 food/turn, no matter what. (this may change after size 7 or with granary, i don't know)

very confusing

all i know is that when my settler gets 29 shields instead of 30 it makes me angry :(
