Are other factions even angry if spies perform low-level actions?

Because no negative relation modifier appears on the diplo screen as far as I have seen. They only start to complain once you start stealing techs (but not if you steal science).

And I've seen the diplo screen hit from coup d'tat; but every time it's been more of a finger wag from the offended party, even if they have the units around the city to declare war and take it back.

All in all, the AI seems extremely forgiving on all of their diplo, especially covert ops. I'd like to see the numbers on it, I'll take a look at the xml and see if I can find the diplo setup, and if someone doesn't get to posting it before me, I'll try and get it up here.

But you haven't seen a diplo hit from the basic gold/tech-stealing operations, right?

Nope, so I'm wondering if it's a stealth diplo change, rolled into another one of the diplo hits. Maybe rolled into the "I caught your spy" overarching one.

I've gotten the AI to question me after they caught me stealing some research. Even then you can just promise to not spy on them again and switch cities.
