Are there any penalties for not having enough food for your settlements?

So, none of the streamers I have been watching I think have really talked about how food consumption works. I am not even sure if there is any type of food upkeep/ consumption system for settlements based on what I have seen. I know a settlement does not really lose a population once it gains it, but are there penalties for not having enough food for that settlement? Maybe reduce production as an example.

If there are no penalties it seems like eventually a settlement will reach a point where you do not need food anymore for it (like once you max out on all available tiles being used, specialists, and so on).
 
Not growing is already a penalty on it's own. We don't even know that it will be possible to max out population usage. Specialists seem to be in limited amount in the Antiquity, but we've seen very few actual gameplay of the modern age and i expect they will play a much greater role then. The game will be available in 2-3 weeks (depending on your edition) so let's keep the speculation out and see how it plays, it won't be long 😉

Food upkeep seems to only be specialists…and I imagine that food loss would only affect them (but as mentioned slow/not growing is already a big penalty)
