Two problems with Armies. The AI rarely if ever builds multi unit Armies. And when Armies are built by the human player they are super units which the AI rarely attacks. Not much fun, particularly late in a game when the Human player will field multiple super units.
One approach is to stop using Armies. I don't do this. I enjoy building, naming and using these units and I enjoy using the cool Army Icons created by artists such as Zubareva and Wotan.
For WWI (TGW) an AI infantry infantry unit is a Corps which takes 12 hits. The human infantry unit is a Corps which is made up of two 4 hit infantry 'divisions' and a 3 hit MG 'brigade'. Units reseive a 1 hit bonus when promoted elite. The human Corps starts at 11 hits and may 'grow' to 14. An AI Corps starts at 12 hits and may 'grow' to 13.
Cavalry is handled in a similar manner. An AI cavalry corps takes 9 hits and may 'grow' to 10. A human cavalry Corps is made up of two 3 hit cavalry 'divisions' and a 2 hit uhlan 'brigade'. It may 'grow' to 11 hits.
Artillery bombardment strength is increased in proportion to the hits of the AI's infantry units.
Leader units are produced as normal and may be used to build armies or complete wonders/buildings.
The Human player may build new Corps units. I also have some produced every three turns in special Staff Colleges.
The game plays well and with fewer units somewhat faster..
