As far as I can see, Japan is navy-oriented now

I haven't played the new Japan, but according to the wiki, Japan gets culture from fishing boats and atolls, and Samurai can build fishing boats. I think culture from fishing boats and atolls is a nice early game boost, and Samurai being able to build fishing boats. Don't know how that works.
