Asking tributes - another possibility

Sometimes, I find myself to ask a tribute to an enemy, but what I'm asking is actually too much for him to give me. On the other side, I can't afford to make a change with him.
What I'd like is this: if a tribute is too much, I could give him a little change to make the tribute lighter, and more likely to be payed. If I ask Civil Service and he refuses, I can give him some money or a lesser tech (like writing); it is not a tech exchange, he won't ever accept such a change, I want to force him to accept my change, like a small tribute.
 
I don't see that as a nonsensical idea, I think there should be two ways to ask for something at all times, one should be to demand it and the other should be a friendly way. At the minute there is only the option to demand tribute when most of the time what I really want to do is request something nicely, the option to request something is usually only available when they don't have it or cannot afford it.

Basically the whole diplomatic system needs an upgrade.
 
you should be able to ask for a certain amount of beakers towards a tech, instead of just all of them.
 
Thats true, also I hate the way the espionage/civ list bit in the bottom right gets obscured by the diplomacy screen so I can't see how researched they are of the tech they are requesting. I am also sure that I can't get into the foreign advisor during negotiations but I tried yesterday and it worked, I must have done somehting differently, although it was when I was demonstrating to my girlfriend that I could (she was thrilled!), so it could just be the law that if you are trying to demonstrate something not working, it'll work.
