Assassins and weak units

So, I started getting a message when I build units that an assassin has poisoned my unit, and then it has the weak promotion. What is going on?? How do I turn it off or counter it - it is quite obnoxious!

that happens when Esus is present in a city but you don't follow Esus.

Ugh, serious? So the only way to build Shadows without them being weak is to build assassins in a non-Esus city and then move and upgrade them? And if you found Esus for Nox Noctis you need to hope it's not your production city? That's frustrating.

how often that event comes up depends on the crime in the city. next patch a lot more buildings like courthouse, temple of order, etc. will decrease crime.

You can follow Esus if you want normal shadows.
