I guess the bright side is that you can buy the leaders and civs piecemeal if you don't want the whole pack. You're not obliged to take Pirate Republic in order to get Iceland or Ottomans or whatever.
Darling... if they ship in the same package, you'll have to take the Pirates and Iceland if you also want the Ottomans. You cannot have Britain in this game without also having Carthage, Nepal and Bulgaria.
You can disable the Civs you don't like individually, but that requires you to have the pack that includes them in the first place.
The pirate thing could kinda work if they let you keep your civ name/icon/city names/architecture/unit culture upon era change like so many have suggested here AND the ai leaders always make that choice when they pick the pirates. So that the pirates are really just a specific toolkit selection for the era

Actually they're a perfect example of how you could do Civ evolution rather than Civ switching... If Civ7 was all about that then they'd be an amazing fit.

That's the big question of what Antiquity civ would they transition from? The only other thing I can think of is they don't have any geographical/historical unlocks and just gameplay unlocks by pillaging and plundering naval trade routes.
Or Carthage and Aksum are naval based, so therefore they automatically unlock to them by default.

There's no Camel units in the game currently, right?
I noticed that there is a list of combat animations for camels in the game files. BLOB_Camel_death_01 for example.
EDIT1: I suppose this could be for the Menagerie? I'm seeing other animals with death animations like foxes and giraffes. There are 10 sound effects for Camels
EDIT2: Fight Pit improvement? Sounds kind of piratey.
EDIT3: I've also seen several references to an Icehouse improvement. Maybe it's a thing or just just art for blizzards
EDIT 4: And a Royal Encampment improvement. Maybe a discoverable?
