Hear ye, hear ye. The first meeting of the Atlantic Treaty Organization is now underway. This gathering will serve as a forum for ATO members to raise grievances, vote on new members and mediate any disputes between nations within the alliance. Please avoid discussion of any sensitive subjects, such as troop dispositions, military exercises, etc., as this is an open thread that anyone can view. If you are not sure if a topic should be brought up because it may be secretive in nature, send it as a message to be safe. We will also use the thread to update ATO membership. Currently, member state stand as follows:

As a first order of business, America would like to discuss joint technology production. As our alliance stands right now, we would be able to produce almost every technological advancement in a year if everyone contributes only 1 IC. This would keep our alliance on the cutting edge, and give us a very large boost in military quality over any other competing alliance. It would also open up technological doors that some of our smaller nations would not normally be able to access, since they would be able to receive technology that would take them many years to research on their own.

Some members have stated that they are adverse to this idea, but we feel that it is best hashed out in an open forum, with both proponents and opponents being able to state their case.
 
While Germany can see this as being a potentially useful project, ultimately it is a very large step to take from a prone position. We suggest that we hash out details involving technology sharing as it is before proposing join research plans.
 
Eire is all for joint research as long as nothing is held back from say only one member. For example say nation A wanted to give nation B a tech but didnt want nation C getting it, i dont think we should allow this to happen. All member nations should stand equal.

If a nation doesnt want to share a particular tech then it should not be allowed to give it to any, or sell it for that matter and serious questions should be raised as to why they dont want to share with those they say they stand alongside.

America agrees, as sharing tech and joint research is a sign of trust that not all our nations may have at this time. We do not propose that it take place immediately, but should be something to consider in the future. We also agree with Eire, that if tech is to be shared it should be on an all or none basis.
 
Joint research is a good option, but a stipulation that some Minimal level of investment must be made for the technology to be shared among the nations, say 1 IC every three years at a minimum.

as for sharing, as per our request and condition for joining the ATO, the ATO can not force a member to share particular technologies, nor restrict the trading of technology Privately between nations. while it should encourage member nations to share their technology, such sharing is voluntary. we asked for this condition to insure that those of us with large military-industrial complexes do not get exploited by the other members of the ATO, if we develop a technology independently with our own effort.

for example, while spain will be sharing it's other technologies this year with the ATO, we will not be distributing the technology of Rocketry to ATO nations until 1934.
 
We feel that the 1 IC every 3 years in order to gain access to technology seems fair. Of course, we will not force a member to trade or not trade tech nor will nations be pressured or penalized for not sharing technology, especially those that are of a classified nature, such as Advanced Atomic Theory. Sharing will be encouraged though.

We feel that our best course of joint research would be Advanced Piston Fighters, to allow our nations to build aircraft carriers and the Transport Planes, to allow the training of Paratroopers.

We would also encourage those countries that can to research Modern Military Production, such as Germany, Italy and Spain. It will greatly increase our ability to put large amounts of troops in the field in time of war. For some of the smaller economic nations, it would be impractical to pursue at this time, since it would take them better part of a decade for them to complete.

As it stands now, which nations would be willing to contribute for Advanced Piston Fighters?
 
Eire will contribute, though not this turn as orders have been sent and are unrevisable.
 
We can not contribute IC this turn, as we are finishing the Research of Rocketry. we will contribute at least 2 IC next year.

We also wish to notify Italy that since they are joining the ATO, the payment is not necessary for the technology. If the Payment gets delivered to use by accident, we will forward it to the ATO research fund in your name.
 
Just checking in as the NPCs. No NPCs will be contributing this year, though some certainly will next year.
 
Germany cannot contribute this year but shall the next, and is all for Advanced Piston Fighters.
 
Splendid. Then it is agreed that next year we shall all contribute to Advanced Piston Fighters. America will share all fighter technology up to that point for those nations that need it. Any spare IC will be put towards completing Transports.
 
Italy would like to inquire about the selling of bombers from spain to italy. Previously discussed with spain was a sale of the technology for 3 ic. We are now unsure if this is continuing, or if Italy should reissue this money into the joint-research project.
 
since the technology Is being freely distributed to the ATO by ourselves and other nations and you are now a member nation of the ATO, no, you do not need to pay us for it.

OOC: and if you already sent orders saying to send it to me, I'll mearly re-direct it to the ATO research fund in your name.
 
I wish those last two posts had been made sooner. Needless to say, it's too late consider the money "in the bank" already.
 
OOC: not quite, I stated in my orders that if they sent the IC to me in their orders, we would forward it to the ATO research fund in their name. if they did not, then that's their problem.

unless Italy didn't send orders in time them. then the last two post do not matter.
 
Unfortunately there was no research fund as of this update; I mention this in the OOC section.
 
Germany votes DOWN Hungary's admittance to the ATO, but will gladly allow Serbia in.

Germany would like to sum up our agreements thus far so as to be able to effectively with organization consider them:

1. Technology

Starting next turn, each nation may donate 1 IC or more towards a Atlantic Treaty Research Institution fund for the research of ADVANCED PISTON FIGHTERS, which upon research shall be distributed among member nations of the ATO.

Nations WITHOUT the prerequisites for Advanced Piston Fighters shall be GIVEN the prerequisite techs BY the United States of America.

LEFTOVER IC after ADVANCED PISTON FIGHTERS is researched, should there be any, will be subsequently invested in a new fund for TRANSPORTS, which again upon completion of research shall be distributed among member nations of the ATO.

2. Economics

Every ATO nation signs free trade with every other ATO nation and (optional) the American Accord (already agreed upon moreorless).

3. Defense

Any ATO nation attacked by ANY nation shall receive obligated help from other ATO nations in their plight. If an ATO nation attacks an ATO nation a tribunal of ATO nations not involved in the conflict shall determine which nation to support, if any. ATO nations which commit an act of aggression will only receive DEFENSIVE support from the ATO if it comes to that.
