They are not comparable, it's never a pick between one or the other, in my experience. If you are expanding peacefully you'll get outposts and attach them, and if you conquer cities you'll have to absorb them (assuming you're going far above the city cap).

How are you getting into a situation in which you are actually picking between these two?
 
^ Dunno. but in some games there are too many Independent Peoples to tame. particularly with warlike peoples. And also a region with strategic resources are not fertile.

IP cities should be conquered immediately after they spawn, since they spawn with zero pop (hence no defense). Then keep it or raze it depending on your city cap. I usually build my first city only, and then capture one or two from independents before conquering other empires. As a general rule you'll want to be one city above your city cap during most of the game.

If there are too many independent peoples in your map, probably your land mass percentage is too high (higher than 40% is probably too much, it makes the game too easy), or you don't have enough rivals relative to the map size.

In territories with resources but no rivers I usually put an outpost that I attach to a city.
