How do I activate Austria? Anyone?

BOB DYLAN'S ROCKIN OUT!
I have no clue, and I'm eagerly awaiting an answer. I heard that they are a full civ but I also heard you have to add them by hand - as in fill in their UU stats, traits, etc. I hope its not true.

Well I checked the Civlopedia, and the Is Information listed about them in there, That is a VERY good thing!!
But I cant Locate the units and stuff, ( Never Realy Tried Yet )

I don't know where the stuff for them is on the disk, (I'm still playing with the beta 
), but I know you have to replace one of the existing Civs to use them.

Well, I got off my Lazy but and took a look.
Its all there, u must DELETE a civ in the Editor and a new civ,
Leader head, UU, and so forth.
But it's all there,
WHY could they not make a Scenario rdy to go with Austria rdy?
