Auto-loss on game start

I just tried starting a game (Russia, Prince, Continents, Standard, Standard, if it matters), and when I clicked "Begin Your Journey" it briefly showed a screen of nothing but fog of war (usually it has cleared the area with your starting units), and then it immediately brought me to the "You Have Lost" screen. My guess is it somehow did not give me my starting units at all (thus no visibility and a loss condition).

This is with 1.0.0.17.
