Awesome new PC (but won't play Civ4?)

I do not understand why my 6+ year old Lenovo will play Civ4 quickly, but the PC posted below will not. I used a few different Bug mods (3.3, and the latest 4.4), but the graphics are unbearably slow. Namely, whenever my cursor is at the side of the screen, it will take several seconds for the view of the map to change.

Any ideas on the cause/solution here?

Are you running it in W7 compatibility mode? If not, you should.

KY - Right click on the BTS exe > Properties > Compatibility tab
Also, on that tab make sure "run as administrator" is checked.
