Not at all. In fact it's the other way round. Provided your throne room is switched on from the start (it's a graphic option: Control-P), your throne room will reflect your score, not help it. By the time you get to 125% it should be about full.

Yeah. I dont like the throne room because it just takes up to much time. If you're a starter, and you want to see all the cool sides of Civ2, then watch the wonder movies, the High Council scenes, throne room and all that crap. But as you advance, i think that they're gonna start pissing you off and you'll turn them off.
Hell, i even turn of the "order restored" and "we love the king day" announcments...

I believe he's referring to the stuff scattered around inside the room. And to answer your question, you aren't allowed to add the statues/extra rugs/treasure box things until you have completed all the room upgrades. In other words, you need to upgrade all the walls and the chair and the floor, and the column-thingies and the stuff behind the throne before you're allowed to put in the other stuff.

I never go for the last advance on the throne until the last moment because I think that the last throne is really ugly.
