    The Babylon Pack introduces Hammurabi as the leader of Babylon. Hammurabi, sixth king of the First Babylonian dynasty, is best known for establishing the Code of Hammurabi. It is one of the first known laws to emphasize physical punishment for crimes, but also established the presumption of innocence, otherwise known as “innocent until proven guilty.” The Babylon civilization excels at Science, as well as Government and Infrastructure. Also included is the new Heroes and Legends game mode, two Unique Improvements (The Mahavihara and The Trading Dome), six new City-States, and 24 New Great People.

    Includes the Babylon civilization with Hammurabi, the Sabum Kibittum unique unit, and the Palgum unique building.
    • Civ Unique Ability: The “Enuma Anu Enlil” ability allows Eurekas to provide all of the Science for technologies, but decreases the amount of Science generated each turn.
    • Leader Unique Ability: Hammurabi’s “Ninu Ilu Sirum” ability constructs the lowest Production cost building in each specialty district for free the first time that district is built. The ability also grants a bonus Envoy when any other district is constructed for the first time. Does not apply to the Government Plaza.
    • Unique Unit: Babylon features the Sabum Kibittum unique unit. This Ancient Era melee unit provides increased Combat Strength against Heavy and Light Cavalry units, and has additional Movement and Sight.
    • Unique Building: The Palgum replaces the Watermill. It unlocks with Irrigation and provides additional Production and Housing. It also increases the Food generated by all Freshwater tiles, but requires the City to be adjacent to a River.

    New “Heroes and Legends” Game Mode
    • An optional, specialized game mode with exclusive rule changes.
    • Recruit legendary characters to your flag and achieve new heights of prosperity, innovation, and military might.
      • New Heroes can be discovered through the Heroic Tales City Project or through exploration and city-state diplomacy.
      • Every Hero has one or more unique abilities based on their historic and/or mythic deeds.
    • Weave together fact and myth to create new narratives, triumphs, and legends for your civilizations.
      • Heroes have a finite Lifespan and expire after a certain number of turns, but can be recalled using Faith to aid your cause once more.
      • The first time a Hero dies or expires, they leave behind two Heroic Relic Great Works: an Epic and a symbolic object. These relics can aid their civilization throughout the rest of the game. Monuments can display these items in two new Heroic Relic slots.

    • 24 New Great People - including the poet Rumi (Writer), the cultural anthropologist Margaret Mead (Scientist), and the Egyptian architect Imhotep (Engineer).
    • 6 New City-States - including one of each type: Cultural, Industrial, Militaristic, Religious, Scientific, and Trade.
    • 2 Unique Improvements unlocked by new City-States:
      • The Mahavihara is built by the Nalanda city-state and provides additional Science and Housing. It also gives bonus Faith for every adjacent Holy Site and bonus Science for every adjacent Campus. The Mahavihara unlocks a random Technology the first time it is constructed and must be built on flat land not adjacent to another Mahavihara.
      • The Trading Dome is built by the Samarkand city-state and provides additional Gold, plus further bonus Gold for every adjacent luxury resource. International Trade Routes sent from cities with Trading Domes generate increased Gold for each dome. Cannot be built adjacent to another Trading Dome.

    Mighty heroes from across history can join your civilization to make their mark on the world. Claim these legendary characters and send them into battle under your flag or let them lead your people to new heights of prosperity and innovation. Interweave myth into your history to tell your story and make a Civilization to last through the ages.

    Heroes Gameplay
    • Discover Heroes from exploration, City State influence, or directly with a city project
    • Claim Discovered Heroes by devoting Monuments to them in your cities
    • Race to get the best Heroes – each Hero is unique and can be claimed just once in the world!
    • Heroes have awesome new unique powers, but also a limited Lifespan: each Hero remains in play for a fixed number of turns before naturally expiring
    • Departed Heroes can be recalled with Faith once per Era in the city that originally claimed them
    • [Rise and Fall] All Heroes add 1 Loyalty per turn to any city within 2 tiles

    • Anansi’s Tricks – Use when located on a Bonus or Luxury Resource. Anansi consumes the resource and generates 60 Science and 50 Culture. Costs 1 Charge and ends turn.
    Arthur
    • Arthur’s Accolade: Target an adjacent land military unit you control. Arthur transforms the unit into a Questing Knight: a unique Heavy Cavalry unit with increased Combat Strength and 12 Lifespan. Costs 1 Charge, 1 Movement. After the Questing Knight’s Lifespan expires, the unit disappears (i.e. the original unit does not return).
    Beowulf
    • Rugged: Ignores Movement penalties in Hills terrain.
    • Beowulf’s Challenge: Target an adjacent enemy unit with Combat Strength less than Beowulf's. Beowulf immediately destroys the target. Costs 1 Charge, 1 Movement.
    Hercules
    • Rugged: Ignores Movement penalties in Hills terrain.
    • Hercules’ Labor: Use when located on a friendly District under construction. Hercules immediately completes construction of the District. Costs 2 Charges and ends turn.
    • Hercules' Rage: Use when located on an enemy District. Hercules destroys all buildings present and pillages the District. Costs 1 Charge and ends turn.
    Himiko
    • Inspiring: +10 Combat Strength to all units within 2 tiles.
    • Himiko’s Charm: Target any adjacent City-State. Himiko immediately places 1 free Envoy in the City-State. If you are already the Suzerain there, Himiko also earns 50 Faith. Costs 1 Charge and ends turn.
    • Himiko’s Rule: Use when within the territory of a City State you are Suzerain of. Himiko immediately levies its military at no cost. Costs 1 Charge.
    Hippolyta
    • Rugged: Ignores Movement penalties in Hills terrain.
    • Hippolyta’s Favor: Hippolyta automatically heals 20 HP each turn.
    • Hippolyta’s Command: Target any adjacent friendly unit that has moved or attacked this turn. Hippolyta immediately restores the unit's moves and attacks. Useable once per turn.
    Hunahpu & Xbalanque
    • Agile: Ignores Movement penalties in Woods and Rainforest terrain
    • The Twins’ Resurrection: Any ordinary land unit killed by Hunahpu & Xbalanque is resurrected under your control with full HP and movement.
    Maui
    • Agile: Ignores Movement penalties in Woods and Rainforest terrain.
    • Maui’s Inventions: Use when located on an unowned, empty plot. Maui creates a random Bonus or Luxury Resource on the plot. Costs 1 Charge and ends turn.
    Mulan
    • Mulan’s Devotion: Mulan gains 1 Combat Strength every turn.
    • Mulan’s Defiance: Mulan fully fortifies automatically at the end of every turn.
    Oya
    • Swift: Ignores all terrain Movement penalties.
    • Oya’s Storm: Damage all adjacent enemies and heal all adjacent owned units by 40. Costs 1 Charge and ends turn.
    Sinbad
    • Navigator: Can enter Ocean tiles.
    • Sinbad’s Journeys: Sinbad earn 500 Gold whenever he discovers a Continent or Natural Wonder.
    • Sinbad’s Fortunes: Target any adjacent enemy naval unit or Barbarian Camp. The target is either cleared or damaged by 50%, and Sinbad immediately earns 300 Gold. Costs 1 Charge.
    Sun Wukong
    • Swift: Ignores all terrain Movement penalties.
    • Sun Wukong’s Disguise: Sun Wukong is hidden unless adjacent to an enemy unit.
    • Sun Wukong’s Immortality: Sun Wukong has significantly increased Lifespan.
    Gilgamesh will have his Unique Ability, Legacy of Enkidu, tweaked:
    • With Heroes and Legends disabled: When at war with a common foe, they and their allies share pillage rewards and share combat experience gains if within 5 tiles. Their Alliances gain Alliance Points for being at war with a common foe.
    • With Heroes and Legends enabled: 25% Production increase when claiming Heroes, and Heroes have 20% longer Lifespans.

    Great Admirals

    • Himerios - Medieval Era: +5 Combat Strength and +1 Movement to Medieval and Renaissance era naval units within 2 tiles. Retire effect: Grants 1 promotion level and +25% combat experience to a military naval unit.
    • Hanno the Navigator - Classical Era: +5 Combat Strength and +1 Movement to Classical and Medieval era naval units within 2 tiles. Retire effect: Create a naval melee unit with +2 Movement.
    Great Engineers
    • Imhotep - Medieval Era: Grants 175 production towards wonder construction, doubled if the wonder is from the Ancient or Classical Era.
    • Shah Jahan - Modern Era: Grants Production towards wonder construction, capped at half of your current treasury. Then reduces your Gold by twice the amount of purchased Production.
    • Kenzo Tange - Information Era: Grants Tourism in each of this city’s Districts equal to its adjacency bonus (halved for Gold).

    • Type: Religious
    • Suzerain Bonus: International and domestic Trade Routes receive +1 Faith for every follower in this city, of your founded or majority religion.
    Nalanda
    • Type: Scientific
    • Suzerain Bonus: City-State and their Suzerain can build the Mahavihara improvement.

    General Updates
    • Replace the old Babylon City-State with the Anshan City-State
    • Fixed an issue where Democracy and Theocracy bonuses were not affecting districts.
    • Fixed an issue where making a new alliance would remove all foreign spies, as opposed to just the spies from the new ally. A new notification for this event has been added.
    • The maximum number of Governors a player can have has been increased to accommodate additional Governors that can be obtained from Civ unique bonuses and the Secret Societies game mode.

    Brief thoughts:

    I bet Andrew is behind this particular Great People.

    Welcome back, Enrico Dandolo!

    Trung Trac was the queen of the Trung Sisters, this probably means she is being removed from the Vietnam leader choice.

    The most "historical" Great People, right here.

    Basically a Babylonian bonus for every civ. Besides that, the yields of Mahavihara are very similar to those of the Spanish Mission.

    Looks like a combination of V's Trading Post and VI's Mekewap. Not bad.



    Edit: Also, I would say Hercules, Maui, and Sinbad are the best peaceful play Heros. In general I really like this update, the new Great People and City States all have interesting abilities.

    Steam does that for every game's update since the first COVID confinement in Europe/US to save global bandwidth IIRC.

    you can always force it with the up arrow.

    That's relative, I've also posted the .diff for human-readable files here for completeness :D

    First thing I've seen is a CityStates table in the config DB, looks like you guys may get a City States selection screen in a future update...

    My update was about 330 mb, definitely not 1.7 gb. Looking through the files, Babylon has:

    As expected, river start bias. I thought it'd be a bit of a stronger one, to be honest.

    My comments and questions about the patch notes:

    I'm still not sure if Babylon's unique unit is standalone, or a warrior replacement. I guess we'll find out soon.
    I wonder if non-specialty, but still building-having, districts will get an enjoy, or a building. Will you get a hydroelectric dam or an envoy? What about neighborhoods?

    Stamford Raffles:

    I believe these three are all painters. Very minor, but I was hoping for more sculptors, since every time I get sculptures in a culture game it's very hard to theme them. They seem quite under-represented.

    Zhang Heng: Triggers Eureka for Celestial Navigation, Mathematics, and Engineering. If these Eurekas are already triggered, instead completes the techs.

    I like this. I often skip the eureka great scientists becuase I have the eurekas already. It's good that they account for that with this one.

    Matthew Perry: +5 Combat Strength and +1 Movement to Modern and Atomic era navel units within 2 tiles. Retire effect: Grants enough Envoys to become Suzerain at selected City-State. This removes all other Envoys.

    Pretty clever! I saw Perry and thought it would just be another trade route one. But this is good.

    Shah Jahan: Grants Production towards wonder construction, capped at half of your current treasury. Then reduces your Gold by twice the amount of purchased Production.

    Prediction: There will be an achievement for using this guy to buy the taj mahal

    Mahavihara: +2 Science and +1 Housing. +1 Faith for every adjacent Holy Site and +1 Science for every adjacent Campus district. After researching Scientific Theory, receive an additional +1 Science for every adjacent Campus. When a player constructs their first Mahavirhara receive a random technology.     Pretty similar to the Mission in terms of holy site and campus adjacency, but giving a random free tech makes this pretty strong, even if it only happens once.

    The maximum number of Governors a player can have has been increased to accommodate additional Governors that can be obtained from Civ unique bonuses and the Secret Societies game mode.

    I don't understand this. Was there some conflict between the Ottomans and SS?

    Edit: Booted the game, answering a few of my questions.

    The babylon unique unit does NOT replace the warrior, but it is unlocked from turn 0. It costs 35 production and has 17 strength (compared with 40/20 for warrior). Also, I didn't think to ask this, but I checked: Babylon's replacement city state, Anshah, has the same ability Babylon as a CS used to.

    No fixes yet for the AI giving all cities in peace deals and the AI razing Capitals?

    Aside from that not being fixed (I assume), there are a lot of interesting stuff being added.

    I'm probably just missing it, but how many charges do the heroes get? I noticed that a few don't seem to have any cg abilities.

    • Fixed an issue where the icons for Lavra, Street Carnival, Cothon, Suguba, Walled Quarter, Maize, and Honey were displaying incorrectly


    • I may be forgetting something that is in the game, especially if it is in a scenario, but was is a Walled Quarter?

    No scaling on the science and culture? This seems like a hero who won't be nearly as valuable when brought back in later eras.


    This is a nice mechanic. I'd like to see it applied to some of the existing great people who grant specific Eurekas.

    2% more yields for happy cities of 4% for ecstatic doesn't sound like a lot, but that's because we're used to seeing percentage modifiers to a single yield. This applies to five different yields, which makes it pretty substantial for a great person who also does something else. Scotland and Brazil in particular should love this.

    Being focused around building ancient/classical wonders in the medieval era doesn't seem like a great fit from a flavor perspective. I guess there really isn't a good way do do great engineers from ancient history if the mechanics don't allow them to be unlocked that early.

    Assuming this is available at the right time, it could be a great followup to Big Ben. Also doesn't lose value the way most great people do if saved for later in the game.

    The "this city" wording seems a bit odd, but I think it just means any sending city, since you can't have domestic trade routes with a city state. If so, this seems amazing, with the potential to give 10+ faith per trade route.

    Ayutthaya is the city of temples, but those temples don't have as much religious meanings as it does have cultural/political meanings! Building temples was a staple practice by most successful kings.

    Yes. Seems like you could not have more than 8 governors, so Ottomans had to give up at least one.

    Random things I have tested on a late-game start (disclaimer: late game starts make it different which buildings districts start with so this could be wrong on a normal game, but I don't think so):

    - The ability says it doesn't effect government plaza; you do, however, get an envoy for it. It makes sense that you don't get a tier 1 building since there are multiple

    - I got an envoy and no building for a neighborhood and dam (although I started in the modern era so I hadn't discovered hydroelectric dams yet... I did have the neighborhood buildings available, but didn't get them for free). I got a barracks from an encampment. Perhaps you can't get stable? Is it random? Is it becuase I started in the modern era? I'll have to try again in a normal start game

    - This isn't a surprise, but the "+1 food on freshwater" does effect, it seems, the same thing settlers sense fresh water on. I got one extra food on a tile next to a natural wonder that gives fresh-water but didn't otherwise have a lake, river etc.
